The digital nomad / remote worker

Earns foreign-sourced income and wants that income taxed at 0%, without being tied to living anywhere full-time. Paraguay's low presence requirement (as little as one day a year to maintain tax residency) is built for exactly this profile.

The business owner

Wants a RUC and a legal base to formally operate in a growing, relatively under-saturated market, with access to Mercosur's combined economy.

The person looking for traditional values

Wants a culture where family, community, and traditional social norms are still the default — not a niche — while still being welcoming to outsiders building a new life there.
