What is a RUC, and do you actually need one?

Once people have their cédula, the next question is usually the same: do I need a RUC too? The short answer is that a cédula and a RUC are two completely different things, and having one doesn't automatically give you the other.

What a RUC actually is

The RUC (Registro Único de Contribuyentes) is Paraguay's taxpayer identification number, issued by the Dirección Nacional de Ingresos Tributarios (DNIT) — the national tax authority — through its online system, Marangatú. It identifies anyone, Paraguayan or foreign, who carries out economic activity in the country: issuing invoices, running a business, or formally declaring income.

Cédula, RUC and tax residency aren't the same thing

Your cédula proves your legal identity and residency status in Paraguay. A RUC is a separate registration with the tax authority. And being formally recognized as a tax resident — the status that lets a foreign tax authority accept that you're taxed in Paraguay, not at home — usually involves both a RUC and a separate Certificado de Residencia Fiscal. Having a cédula alone doesn't automatically make any of that formal.

When you'd actually need one

A RUC becomes relevant once you want to do something that requires it: issue legal invoices, open a business bank account, register a company, or formally prove your Paraguayan tax residency to a tax authority abroad. If your goal is simply holding residency as a "plan B," or you're not yet earning or invoicing anything in Paraguay, there's often no urgency to get one immediately.

What the process looks like

For individuals, DNIT's current requirements include a valid cédula, proof of a fiscal address (typically a recent utility bill, even if it's not in your name), and a simple sketch or map showing the location. The registration itself runs through the Marangatú online portal.

The bottom line

A RUC is a tool, not a formality you're required to collect the moment you land. Whether — and when — you need one depends entirely on what you actually plan to do in Paraguay.
