Regional mobility — including Mercosur

Paraguay is a founding member of Mercosur, South America's largest economic bloc. As a Paraguayan resident, your cédula functions similarly to how an EU ID card works within Europe — it lets you travel to other Mercosur member and associate states (Argentina, Brazil, Uruguay, Bolivia, plus associates like Chile, Colombia, Peru and Ecuador) without needing to show a passport at the border in many cases.

Beyond travel, the Mercosur Residence Agreement gives citizens of member states a simplified path to residency and work rights in other member countries — relevant if your plans extend beyond Paraguay itself. This is one real benefit among several, not the only reason to be here.

Stability and simplicity

Paraguay has a track record of political and economic stability relative to some of its neighbors, along with a straightforward, well-documented residency process — no lottery, no points system, no annual renewal gauntlet for the first two years.

Business access

Residency (and a RUC) gives you the ability to formally do business in a growing, relatively under-saturated market, with access to Mercosur's combined economy — one of the largest trading blocs in the world by GDP.

A genuine plan B

Because Paraguay doesn't require you to live here full-time to maintain tax residency, it works for people who want an actual backup option — a place with legal residency, a functioning ID, and a tax-friendly base — without uprooting their current life to get it.

None of this replaces doing your own due diligence for your specific situation.
